JOB DESCRIPTION SUMMARY:

USAID Benin will publish within the next 2 months an RFP on HIV AIDS. It is expected that intermediate results will be related to 1): behavior changes, 2) Voluntary Counseling and Testing, 3) Epidemiological Surveillance, 4) STD's . Target groups will be the youth, migrants, and sexual workers. CARE Benin is part of a consortium including Family Health International as the Prime. The Chief of Party. will combine overall project management responsibilities with the co-ordination of the consortium members and the provision of technical supervision. (s)he will ensure the liaison with the USAID Mission, the MOH and all the project stakeholders. (s)he will report to the Health Sector Coordinator of CARE Gulf of Guinea.

RESPONSIBILITIES: 1) Set up appropriate systems of collaboration between the consortium members to plan the project activities and budget the project expenditures, consolidate the progress and financial reports, monitor and evaluate the project impact. 2) Coordinate and supervise the overall project planning and implementation. 3) Ensure the liaison and collaborate with all the project stakeholders, i.e. the MOH and other Governmental bodies, Int Organizations, NGO’s, CBO’s and donors, and insure that the project interventions are integrated into the National Strategic Plan. 4) Monitor the project impact, provide technical guidance and insure that the expected results are met. 5) Report to USAID and the MOH

QUALIFICATIONS: Strong manager and team leader (recommended: MBA; required: at least 5 years experience in project management, including programmatic supervision, administrative, HR and financial management) Experienced development worker (required: at least 10 years of experience in the development sector, including at least 5 years in Africa; at least 3 years experience of collaboration with Government Ministries; recommended: at least 3 years experience in managing or supervising a USAID funded project) Technical knowledge in Reproductive Health (recommended: Master Degree in Public Health; required: at least 5 years experience in Reproductive Health project management or supervision) Strong in oral presentation and facilitation Excellent written and oral skills in French and English
