Un appel de 120 organisations pour mettre fin aux souffrances en Syrie

Il y a trois ans, les dirigeants des organismes humanitaires des Nations Unies ont lancé un appel urgent à ceux qui pouvaient mettre fin au conflit en Syrie. Ils ont demandé que tout soit mis en œuvre pour sauver les Syriens. « Cela suffit », ont-ils dit au sujet des souffrances et des effusions de sang.

C’était il y a trois ans.

La guerre atteint bientôt sa sixième année de brutalités. Les effusions de sang continuent. Les souffrances s’aggravent.

C’est pourquoi aujourd’hui, nous, les dirigeants d’organisations humanitaires, dont ACTED, et d’organismes humanitaires des Nations Unies, appelons non seulement les gouvernements mais aussi chacun d’entre vous, citoyens du monde entier, à élever votre voix pour mettre fin à ce carnage. Pour exhorter toutes les parties au conflit à trouver un accord de cessez-le-feu et un chemin vers la paix.

Plus que jamais, le monde a besoin d’entendre une voix publique et collective exiger qu’un terme soit mis à ces atrocités. Parce que ce conflit et ses conséquences nous touchent tous.

Ils touchent les personnes de Syrie qui ont perdu leurs proches et leurs moyens de subsistance, qui ont été déracinées de chez elles, ou qui sont assiégées et vivent dans le désespoir. Aujourd’hui, environ 13,5 millions de personnes en Syrie ont besoin d’une aide humanitaire. Ce n’est pas qu’une simple statistique. Ce sont 13,5 millions d’êtres humains dont la vie et l’avenir sont menacés.

Ils touchent les familles, qui, face au peu de possibilités d’un avenir meilleur, entreprennent de périlleux voyages vers des pays étrangers pour y chercher refuge. La guerre a fait fuir 4,6 millions de personnes vers les pays voisins et au-delà.

Ils touchent une génération d’enfants et de jeunes qui, privés d’éducation et traumatisés par les horreurs qu’ils ont vécues, voient leur avenir de plus en plus façonné par la violence.

Ils touchent des personnes bien au-delà de la Syrie, qui ont vu les violentes répercussions de la crise atteindre les rues, les bureaux et les restaurants près de chez eux.

Et ils touchent toutes les personnes dans le monde dont le bien-être économique est affecté, de manière visible et invisible, par le conflit.

Ceux qui ont la capacité de mettre un terme aux souffrances peuvent – et donc doivent – prendre des mesures immédiatement. Jusqu’à ce qu’une solution diplomatique soit trouvée aux conflits, ces mesures consistent en :

• Un accès sans restriction et durable pour que les organismes humanitaires puissent apporter des secours immédiats à tous ceux qui en ont besoin en Syrie ;
• Des pauses humanitaires et des cessez-le-feu sans conditions et surveillés pour acheminer la nourriture et les autres aides urgentes aux civils, organiser des campagnes de vaccination et autres campagnes sanitaires, et permettre aux enfants de retourner à l’école ;
• L’arrêt des attaques sur les infrastructures civiles, pour que les écoles, les hôpitaux et l’approvisionnement en eau soient protégés ;
• La liberté de mouvement pour tous les civils et la levée immédiate des sièges par toutes les parties.

Il s’agit de mesures pratiques. Aucune raison pratique ne doit empêcher leur mise en œuvre s’il existe une volonté de les mettre en œuvre.

Au nom de notre humanité commune… Au nom des millions d’innocents qui ont déjà tant souffert… Et pour les millions d’autres dont la vie et l’avenir sont menacés, nous appelons à une action immédiate.
